Medical Center Director
Kenneth W. Allensworth was appointed as the Medical Center Director at the Martinsburg VA Medical Center, West Virginia, in July 2020. In this position, he is responsible for the health care delivery of the 67-bed acute care hospital, 141-bed community living center, 259-bed domiciliary and 8-bed transitional unit. This includes maintaining the highest quality of care for more than 37,100 Veteran patients and efficiently managing the facility’s $380.5 million budget and 2,318 employees. His Department of Veterans Affairs career began in 1999 at the Robert J. Dole VA Medical Center in Wichita, Kansas. He has held various positions in medical administration, revenue cycle management and strategic planning, and was most recently the Associate Medical Center Director at the Martinsburg VA Medical Center. Mr. Allensworth holds a Master of Health Care Leadership Degree from Friends University in Wichita. An Air Force Veteran, he is board certified in healthcare administration and is a Fellow in the American College of Healthcare Executives.

Acting Associate Medical Center Director
David B. Vess, FACHE was appointed as the Acting Associate Medical Center Director at the Martinsburg VA Medical Center, West Virginia, in January 2020. Responsibilities include executive leadership and direction of resource management, facility management, public safety, information management, prosthetics and supply chain activities. He is a Quadrad member responsible for the delivery of health care for the 467-bed medical center. His Department of Veterans Affairs career began in 1995 and held positions within Medical Center, VISN and VACO. Mr. Vess earned a Bachelor of Arts degree in Therapeutic Recreation from Belmont Abbey College, Belmont, North Carolina in 1994 and a Master of Business Administration in Healthcare Administration from Baruch-CUNY/ Mount Sinai School of Medicine, New York, New York in 2005. He is a Fellow with the American College of Healthcare Executives.

Chief of Staff
Dr. Richard Siemens was appointed Chief of Staff at the Martinsburg Veterans Affairs Medical Center in April 2018. As Chief of Staff, he is responsible for the coordination and supervision of the following clinical functions/services: Chaplain Service, Dental Service, Geriatrics and Long-Term Care, Imaging, Medicine Service, Mental Health Service, Pathology and Laboratory Services, Pharmacy, Ambulatory Care, Physical Medicine and Rehabilitation Service, and the Surgery Service. Dr. Siemens is an integral part of the Quadrad. Following his military service, Dr. Siemens practiced for two years in the private sector in Amarillo, TX, before being selected in 2011 as Chief of Primary Care at Manchester, NH, VA Medical Center. In 2015 he served as the Acting Chief of Staff in Manchester. The following year was selected as Chief of Staff in Amarillo, TX, where he served for two years before coming to Martinsburg. Dr. Siemens is a U.S. Navy Veteran, board certified in general preventive medicine and public health and holds a Doctorate Jurisprudence and Masters in Public Health.

Associate Director, Patient Care Services
Sandra Sullivan was appointed Associate Director, Patient Care Services at the Martinsburg VA Medical Center, West Virginia, in February 2017. Responsibilities include: coordination and supervision of: Critical Care, Medical/Surgical, Community Living Centers, Same Day Surgery/Ambulatory Procedures, Operating Room/Post Anesthesia Care Unit, Education/Learning Resource Service, Nutrition and Food Service, and Central Instrument Processing. She is a Quadrad member responsible for the delivery of health care for the 467-bed medical center. Her Department of Veterans Affairs career began in 2012 as Associate Chief Nurse of Geriatrics and Long Term Care. In 2015 she became the interim Associate Director, Patient Care Services. Sullivan holds a Master of Science degree in Health Services Leadership and Management at University of Maryland School of Nursing. She maintains a registered nurse license in Maryland, licensed nursing home administrator and is ANCC board-certified nurse executive.
