Public Hearing on Enhanced Use Lease to Benefit Homeless or At-Risk Veterans

The Martinsburg VA Medical Center will hold a public hearing on Wednesday, September 28, at 1 p.m. in the Post Theatre on a proposal to develop a 3.3. acre parcel of land on the campus through an Enhanced Use Lease (EUL) agreement.

A lessee to improve the underutilized land is desired.  The selected lessee will provide the VA with negotiated lease consideration, including housing for homeless Veterans or Veterans at risk for being homeless, and/or other appropriate housing opportunities.  Housing types that will be considered include: Permanent Housing, Assisted Living Housing, Non-Senior Assisted Living Housing, Independent Senior Housing, and/or a retail/office commercial space to help support the viability of one of the housing types.  More than one type of housing may be acceptable.  A stand alone mixed-use development may also be considered.

Under the terms of the proposed EUL, the VA will lease the land to a respective selected lessee for a term of up to 75 years.  The lessee will be required to finance, design, develop, construct, operate, and maintain the new housing facilities/retail/commercial space in accordance with applicable Federal, State, and local laws, codes, and requirements.  In return for the EUL, the respective lessee will be required to provide VA with “fair consideration” as determined by the Secretary, which is to be in the form of negotiated cash and/or “in-kind” consideration.  At the end of the lease term, the respective leased land and the underlying improvements will revert to the VA.
